Possibility to create a Joomla menu item to a page listing all tags with search filter like existing Joomla article tags page.
Better SEF url:
www.domain.com/list/tag/field_tags/
can be
www.domain.com/locations/*
then all tag urls would be
www.domain.com/locations/tag-name
