Hi
Please try to simply install core one more time over existing installation. Looks like there are some random issues with proper framework installation, but as I see now 2nd installation attempt fix it.

Extracting the xxx.phar.tar.gz file in /libraries/sobi should also fix this issue .
Why.. why did you release this issue on the public live systems! We too have it and now we have a broken site.. Our php is 7.1.7 and joomla 3.9.2 .. omg . this is not good!

same to me:
I had this problem when updating to Joomla 3.9.2 and at that time reinstalling SobiPro twice did the trick.
now after updating to Joomla 3.9.3 Sobipro is broken again (without updating Sobipro! just updating Joomla)
and nothing helps anymore.
I tried reinstalling several times,
unpacking the library,
and switching the the PHP-Version to 5,6, 7.0, 7.1, 7.2 and 7.3
... hopeless
My guess is that Joomla is not compatible with Joomla 3.9.x anymore
Maybe downgrading Joomla might rescue the site?
